DNC Winter Meeting: Day Three - Officer Elections

The Democratic National Committee Winter Meeting is taking place at the Gaylord National Resort and Convention Center in National Harbor, Md.

Proxy form for General Session and Party Officer Elections.

The Rules and Bylaws Committee previously met and adopted rules of procedure for the officer elections to recommend to the full assembly for adoption at the General Session on January 31, consistent with the DNC bylaws, which state that the DNC is responsible for:

“providing for the election or appointment of a Chairperson, five Vice Chairpersons, one of whom shall be the President of the Association of State Democratic Committees and one of whom shall be the Vice Chairperson for Civic Engagement and Voter Participation, a Treasurer, a Secretary, and a National Finance Chair, who, with the exception of the Chairperson, shall be as equally divided as practicable according to gender at the quadrennial election, as defined in the Democratic National Committee Charter, Article Nine, Section 16 [Ed.: should be 15]”

The rules were not fully consistent with the bylaws, as they state:

In the election of the three remaining Vice Chairpersons, provision will be made to elect the appropriate number of persons of each gender to ensure that, with the exception of the National Chairperson and the President of the Association of State Democratic Committees (“ASDC”), the officers shall be as equally divided as practicable according to gender in accordance with Article 3, Section 1(e) of the Charter. [Ed.: emphasis added]

The rules of procedure remove the ASDC President from the gender balance rules, in apparent violation of the bylaws.

The rules were adopted without amendment at the Friday session. The order of elections, according to the rules of procedure, is:

  • Chair
  • Treasurer
  • Secretary
  • National Finance Chair
  • Vice Chairperson for Civic Engagement and Voter Participation
  • and the three other Vice Chairpersons

The DNC charter requires the eight officers other than the Chair to be balanced by gender, which is done by restricting the candidates for the last three Vice Chairs if necessary. As only seven are elected at the Winter Meeting (the eighth is the to-be-elected president of the Association of State Democratic Committees), the balance will be off by one (unless an officer is non-binary).

Eastern DNC Party Officer Candidate Forum

The last DNC Party Officer Candidate Forum will be held on Thursday, January 30 starting at 3:00 p.m. ET. The DNC is partnering with MSNBC and the Georgetown Institute of Politics and Public Service to co-host our next in-person officer candidate forum for qualified candidates in Washington D.C.

Location: Gaston Hall at Georgetown University
37th & O Streets, N.W., Washington, D.C. 20057

Attendance is closed to the public. DNC members in the audience will not be allowed to have signs, placards, banners or noisemakers in Gaston Hall. The Forum will also be livestreamed on the MSNBC and DNC YouTube channels. To be in the audience for the chair forum, members must have arrived at Gaston Hall by 7:15 pm.

The moderators for the Eastern Regional DNC Officer Forum include:

  • MSNBC anchors Jen Psaki, Symone Sanders-Townsend, and Jonathan Capehart will moderate the forum for Chair candidates.
  • MSNBC guest anchor Luke Russert will moderate the forum for Vice Chair of Civic Engagement and Voter Participation candidates.
  • Mo Elleithee, Executive Director of Georgetown University’s Institute of Politics and Public Service, a Fox News contributor and DNC at-large member, will moderate the forums for Vice Chair, Secretary, Treasurer, and National Finance Chair candidates.

Elleithee has pledged neutrality and will not vote in the elections for the candidates he is moderating.

Questions from DNC members had to be submitted at least 48 hours before the forum to be considered.

This forum will focus on questions from DNC Members of the Eastern Region.

The Resolutions Committee will be considering these resolutions which were submitted by the 21-day deadline for recommendation to the full assembly. In addition to resolutions honoring the Biden-Harris administration, Jimmy Carter, and other Democratic officials and party members, they include:

The Credentials Committee will consider the status of the Alabama delegation, which is contested. The state party chair, Rev. Randy B. Kelley, has submitted his own slate of delegates, challenging the credentials of previously elected DNC members. The committee will submit a recommendation for consideration by the full assembly, which will be its first order of business on Friday morning.

The Rules and Bylaws Committee previously met and adopted rules of procedure for the officer elections to recommend to the full assembly for adoption.

There will be no elections for Caucus or Council leadership at the upcoming Winter meeting. Caucus and Council voting will occur at the next full DNC Meeting.

As an openly eco-fascistic Republican Party works to dismantle the democratic experiment of the United States of America, the Democratic Party is one of the last remaining bulwarks, but only if it abandons the failed tools of neoliberalism and becomes a revitalized opposition party built upon civic democratic principles, capable of regaining the mantle of the working-class party in order to win against increasingly stark odds at the local level and the national stage.

The 448-odd members of the Democratic National Committee are gathering this week at National Harbor, Maryland to elect new leadership for the Democratic Party on Saturday morning. On Thursday, the candidates will gather in person at Georgetown University for a final forum, with the DNC chair candidates running in prime time with MSNBC anchors Jen Psaki, Symone Sanders, and Jonathan Capehart.

MSNBC guest anchor Luke Russert will moderate the forum for Vice Chair of Civic Engagement and Voter Participation candidates, and Mo Elleithee, Executive Director of Georgetown University’s Institute of Politics and Public Service, a Fox News contributor and DNC at-large member, will moderate the forums for Vice Chair, Secretary, Treasurer, and National Finance Chair candidates. As a voting DNC member, Elleithee has pledged not to vote for the offices he is moderating and has avoided participating in the process (e.g. by signing nominating petitions or conversing with candidates).

After an opening reception Wednesday night, the standing committees meet Thursday morning, with council meetings in the afternoon, overlapping with the candidate forum an hour away. According to the proposed schedule, the only full open meeting of the committee will take place early Friday morning, followed by caucus and council meetings. The resolutions committee will consider submitted resolutions, and the credentials committee will recommend a determination for the status of the disputed Alabama delegation.

The order of elections on Saturday, according to the proposed rules of procedure, is: Chair, Treasurer, Secretary, National Finance Chair, Vice Chair for Civic Engagement and Voter Participation, and the three other Vice Chairpersons, all of whom are members of the DNC executive committee. The fifth vice chair, the head of the Association of State Democratic Committees (ASDC), will be elected at a later date.

DNC Chair Candidate Forum: The Future of Technology and Media at the DNC

Midwest DNC Officer Forum

On Thursday, January 16, the DNC and POLITICO will co-host an in-person candidate forum for DNC officer elections in Detroit, Michigan focused on the Midwest region. The forum will be moderated by POLITICO journalists Eugene Daniels, Dasha Burns, Jonathan Martin, Elena Schneider, and Holly Otterbein.

The forum will begin at 1:30 pm ET and feature candidates for Chair, Vice Chair, Vice Chair of Civic Engagement and Voter Participation, Secretary, Treasurer, and National Finance Chair. The forum will also be livestreamed on the DNC’s YouTube Channel, on POLITICO.com, and on POLITICO’s YouTube Channel.

As DNC Votes to Kill Climate Debate, Biden Campaign Rescinds Support

On Thursday, the Democratic National Committee’s resolutions committee voted down a resolution that would have established a climate debate for the presidential candidates, reflecting the wishes of frontrunner Joe Biden. However, the committee did open the door to candidates participating in a non-DNC-sanctioned climate debate, a significant victory for the youth activists leading the call. On Saturday, the full DNC voted that plan down 222 to 137, closing the door to any presidential climate debate.

DNC chair Tom Perez’s resolution to block a DNC climate debate passed the committee in an 17 to 8 vote.

At the DNC meeting in California, Biden spokesperson and DNC member Symone Sanders said it would be “dangerous” to hold a climate debate.

Mercury News’s Casey Tolan reported that Symone Sanders said a climate debate “would fundamentally change the game” of the established debate rules and would be “dangerous territory in the middle of a Democratic primary process.”

In June, Biden had expressed unequivocal support for a debate exclusively on climate.

DNC members opposed to holding a climate debate include corporate lobbyist and CNN commentator Maria Cardona of the Dewey Square Group, who said “It will take away time from their knocking on doors, going to all of your states to be able to campaign.”

DNC Chair Tom Perez Files Resolution To Kill Climate Debate

With the August 22nd meeting of the Democratic National Committee fast approaching, DNC chair Tom Perez has filed a resolution to block the establishment of a Democratic presidential debate focused on climate change. Spurred by youth climate activists, nearly every candidate supports such a debate.

The Perez resolution argues that the climate town-hall forums scheduled by CNN and MSNBC for September, in which candidates would be interviewed separately, are a sufficient substitute for a debate.

The resolution concludes:

WHEREAS, Democratic candidates for President of the United States are demonstrating their commitment to tackling the issue of climate change, having already scheduled two televised forums on CNN and MSNBC to discuss the issue, and debating the issue during each of the DNC-sanctioned presidential primary debates;

THEREFORE BE IT RESOLVED THAT, Democrats will address the serious threat of climate change through bold and inclusive solutions that grow the clean energy economy and expand America’s middle class.

Perez was backed by Barack Obama to block environmental-justice leader Keith Ellison from becoming chair.
